How does a government official earning only around Tk 45,000 a month build assets worth Tk 59 crore? The question has sparked widespread concern surrounding Md. Helal Uddin, Assistant Director of the Madaripur District Passport Office.
A ninth-grade কর্মকর্তা, Helal Uddin receives approximately Tk 45,000 per month including salary and allowances. At a time when such income is barely sufficient for a family’s basic needs, he is alleged to have amassed a vast amount of wealth in his name and in the names of his স্ত্রী and brother-in-law.
Investigations reveal that land and flats have been purchased in multiple এলাকাস including Gulshan, Dhanmondi, Mohammadpur, Badda, Tejgaon, and Keraniganj. The estimated market value of these properties stands at around Tk 59 crore.
Helal Uddin hails from Bhasanchar in Mehendiganj upazila of Barishal. His wife, Shahina Parvin, is also from the same district. The family currently resides in Ibn Sina Housing Society in Adabor, Dhaka. They are also reported to own 104 শতাংশ of ancestral land in their গ্রামের home.
According to findings, a significant portion of his wealth was accumulated during his tenure at the Agargaon Passport Office in Dhaka. After serving there for a long time, he was transferred to Madaripur on October 28 last year.
Field visits and document reviews show that Helal Uddin has purchased a total of 33.89 শতাংশ of land in and around Dhaka under his own name and those of his family members. Of this, 15.42 শতাংশ is in his own name in Gulshan, Mohammadpur, and Badda. তাঁর স্ত্রীর নামে 5.52 শতাংশ land in Dhanmondi, while 12.95 শতাংশ is jointly owned in Tejgaon and Keraniganj with his wife and brother-in-law Hasibul Islam.
In Gulshan’s Bhatara area, he owns 5.77 শতাংশ of residential land, currently valued at around Tk 10 crore. জমি in Badda and Mohammadpur is estimated at Tk 17 crore, while the Dhanmondi property under his wife’s name is worth approximately Tk 20 crore. Land in Tejgaon is valued at Tk 10 crore, and in Keraniganj around Tk 2 crore.
Apart from land, the family also owns flats and commercial properties. A flat in Ibn Sina Housing Society in Adabor is valued at over Tk 1 crore. There are also allegations of additional flats and shops in various markets.
Financial transactions related to these assets were conducted through সাতটি bank accounts. Helal Uddin reportedly holds accounts in Islami Bank, Mercantile Bank, Social Islami Bank, Prime Bank, and City Bank. তাঁর স্ত্রীর নামে accounts exist in Pubali Bank (two) and IDLC Finance (one). এছাড়া, transactions were also made through 10 mobile financial service numbers, including Nagad and bKash.
When asked about his wealth, Helal Uddin did not provide a clear explanation. He stated, “I am not allowed to speak without permission from the Director General. I do not have that much money in Dhaka. Whatever I have is properly taxed. Any other claims are motivated.”
The Department of Immigration and Passports also avoided direct comments. Director General Major General Md. Nurul Anwar did not respond, and officials asked for a written application. In a written reply, the কর্তৃপক্ষ suggested filing a complaint with the Anti-Corruption Commission (ACC).
A senior official, speaking anonymously, said that actions are being taken against irregularities and that তদন্ত will be conducted. If the allegations are proven, appropriate ব্যবস্থা will be taken.
